The Windows Basic Source Code imitates Windows 95 and Windows 3.1 rather nicely. I used it in Millennium OS eXtended Technology and it is very nice-looking. It doesn't have mouse routines, but someone can simply put them in. There isn't much of a windowing system or anything of that sort, but just SUBroutines that draw these graphics on the screen. No external files are required, which is nice.
