Costa 0.4 is a big step from 0.3.3. The desktop is not available in 0.4, since the author said, "it is more of a preview". Costa 0.4 is also the first version to show how the scripting engine works. 0.3.3 had a scripting engine, but not as advanced as the one in 0.4. There is also a fileviewer, tic-tac-toe, some message boxes, and a neat demo of the scripting engine.
